Конкурс на вакансію заступника(ці) директора програми USAID «Права людини в дії», яка виконується Українською Гельсінською спілкою з прав людини

Українська Гельсінська спілка з прав людини шукає кваліфікованого та досвідченого кандидата(ку) на посаду заступника(ці) директора Програми «Права людини в дії» за фінансування Агентства США з міжнародного розвитку (USAID).

Звітуючи перед директором програми, заступник директора забезпечує загальне керівництво та управління програмою, а також робить внесок в стратегічний розвиток та відповідає за надання технічної підтримки.

Кваліфікаційні вимоги та обов’язки зазначені нижче англійською мовою.

Reporting to the Project Director, the Deputy Project Director will help provide overall leadership, management, strategic vision, and strong technical support in the program’s implementation.

 

Essential duties and responsibilities

  • Directly manage program and technical staff and related resources to ensure that the program components are results-oriented, meeting their targets with high-quality deliverables on-time and within budget.
  • Oversee program planning, monitoring and evaluation, and quality; program staff recruitment, deployment and development; ensure compliance with UHHRU’s policies and procedures, and USAID’s rules and regulations.
  • Manage and oversee all operational aspects of the program, including budgeting and financial monitoring to strict fiscal accountability.
  • Manage and oversee programmatic components of the program, including provision of targeted sub-awards to coordinate and build capacities of civil society actors engaged in the war-related human rights work.
  • Jointly with the Project Director, securing timely and quality reporting on the Program in line with USAID requirements and Ukrainian legislation.
  • In coordination with the Project Director, representing the Program in relations with other USAID projects/programs, authorities, donors, civil society organizations, and other stakeholders.
  • Responsible for making sure that activities function smoothly and are well-managed in the absence of the Project Director.

 

Qualification requirements

  • At least five years of project management and administrative experience in international development activities, with preference given to human rights
  • A Master degree in law, human rights, social sciences and related field
  • Fluency in Ukrainian and English
  • Demonstrated ability to establish strong working relationships with government officials, non-governmental organizations and other donors
  • Proven experience in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects
  • Substantial, and complementary, technical knowledge and experience in one or more program areas (objectives)
  • Excellent interpersonal skills
  • Strong computer skills
  • Well organized, able to work independently, skilled at handling multiple tasks, diplomatic, and able to adhere to deadlines
  • Prior experience in awarding and managing sub-grants to local organizations to promote human rights goals will be an advantage
  • Familiarity with USAID system, rules and procedures will be an advantage
