Vacancy Note for the position of the Project Director of USAID Human Rights in Action Program implemented by UHHRU

 Vacancy: Chief of Party/ Director of the United States Agency for International Development (USAID) Human Rights in Action Program that is being implemented by UHHRU.

The Project Director is the primary point of contact with USAID/Ukraine concerning the day-to-day implementation and management of the Program.

Qualification requirements

  • Master degree in law, human rights or related fields
  • Excellent knowledge and professional experience (at least 5 years) of working in the human rights field (in particular related to armed conflict situations)
  • Comprehensive awareness in the human rights development, dynamics, trends, and tendencies in Ukraine and beyond, knowledge in international and national human rights legislation and practices (in particular,  international humanitarian and human rights law)
  • Desired 5 years of successful supervising, designing, managing, and implementing donor-funded technical assistance projects focusing on human rights
  • Prior experience in working with national and international donors in Ukraine, in particular with USAID, Global Affairs Canada, Sweden Embassy, Council of Europe, European Commission
  • Managerial experience in managing a complex portfolio that includes human rights activities
  • Demonstrated track record of building and effectively managing a strong project team
  • Demonstrated ability to establish strong working relations with government officials at all relevant level country government as well as other donors, media and civic leaders
  • Excellent writing skills as well as strong analytical aptitude, communication and presentation skills
  • Excellent public speaking skills and interpersonal skills
  • Strong computer skills
  • Fluency in written and spoken English (in particular legal and human rights terminology), Ukrainian, Russian

Responsibilities

  • Developing a long-term strategy and contributing to short-term plans within the Program together with the Program key staff
  • Leading the Program team and building its capacities
  • Ensuring effective Program management, performing overall control and monitoring, risk assessment, measuring progress, making adjustments if required for achievement of its strategic tasks and envisaged objectives
  • Securing timely reporting on the Program in line with USAID requirements and Ukrainian legislation
  • Financial planning and control over financial procedures within the Program
  • Performing control over compliance of the Program activities with USAID rules, procedures as well as UHHRU’s internal policies and regulations
  • Developing communication strategy and performing control over design of key messages for the Program audience
  • Representing the Program in relations with other USAID projects/programs, authorities, donors, civil society organizations, and other stakeholders
  • Providing coordination with other UHHRU projects and initiatives to ensure synergy, avoid duplication of efforts and double funding
