How KCSA together with IAPM struggled against homosexuals. XXX

It used to be so that the Regional informational and rights center for gays and lesbians “Our world” gets much information about violation of fundamental human rights from those who violate these rights. This time it is the same – with the situation around picketing the College of the International academy for personnel management (IAPM).

 

The issue 21 of the scandalous weekly of IAMP “Personnel” publishes the official letter of the President of IAMP Heorhy Shchokin to the head of the Kyiv city state administration (KCSA) O. Omelchenko. We’ll comment on only some, the most indicative phrases.  

 

Dear Oleksandr Oleksandrovych!

As we were informed, KCSA allowed conducting on May 17 at 12:00-14:00 by the IAPM College a meeting of homosexuals…

 

Already the first phrase of the letter raises a question: what sources informed IAMP that KCSA allowed conducting the picket? One don’t need to be an experienced lawyer to know that in Ukraine there is no permissive system, hence KCSA basically couldn’t allow or forbid the action.   

 

One can only speak about the fact that KCSA didn’t consider expedient asking a court to limit the right of the Center’s activists for peaceful assembly.

 

Carriers of homosexual pathology (they constitute only 2-4% of the population) behave impudently, dissipatedly and aggressively, what is proved by their websites in the internet… 

 

In 1991 the World Health Organization excluded homosexuality from the list of mental and behavior illnesses. In Ukraine there is neither criminal, nor official medical responsibility for voluntarily sexual relations between persons of the same sex who reached 16 years of age. Nor is there any statistics about the part of homosexuals in the Ukrainian society. But the authors of the quoted letter, as we see, don’t know about it. In the internet one can found websites demonstrating impudent, dissipated and aggressive behavior about some heterosexual individuals. But no internet sites can inform about behavior of human rights organizations.      

 

Sodomites instead of treatment are trying to involve minors into their unnatural relations, for this reason they arrange their notorious actions by educational establishments…

 

…Therefore the Board of IAPM, realizing all responsibility for the life of children we were entrusted, will take necessary measures to prevent amoral disorder by our educational establishments. We… won’t allow depraving the youth, no matter who would provoke it…

 

The picket aimed at attracting attention of the society to violation of human rights on the basis of sexual orientation, and in no way could popularize one or other sexual likings. As we see from the letter, the management of IAPM pretends they didn’t know about the purpose of the picket. The letter also demonstrates extraordinary imagination of its authors. Unlike them, we failed to imagine how activists of the Center could “involve into their unnatural relations” students of the college. It’s not the first time that activities of human rights public organizations of gays and lesbians are shown as those popularizing sexual relations.

 

It is indicative that IAPM regards the action aimed at human rights protection as “amoral disorder”. 

 

We ask… to cancel the meeting planned by homosexuals by the IAPM College, since democracy is above all the will and interests of the majority. We also ask to call for account those officials of the city state administration who gave the order for such an amoral action and establish in Kyiv special medical establishments for these poor people.

 

This phrase is the most important for understanding the position of IAPM. As it is known, one of the functions of democracy is protection of interests of the minority. Especially if it deals with realization of human rights. However, those of academy understand it in their own way.  

 

The phrase also demonstrates complete ignorance in the Ukrainian legislation, and first of all – the Constitution. There is a question: acts of what time and what country guarantee human rights inside this educational establishment? Why the authors preparing this letter didn’t learn the Ukrainian legislation? After all, Mr. Shchokin appeals O. Omelchenko to violate the law: open “medical establishments”, actually, to resume traditions of the Soviet repressive psychiatry.    

 

Anyway, it is difficult to suppose this incident a single or accidental one. It meets the general tendency of “behavior” of KCSA too evidently. It is a part of what resembles a well elaborated technology of violation of the right for peaceful assembly in the Ukrainian capital.
